Expect More Delays With More Paving on East Main/Route 64

Work is on schedule for substantial completion of the western leg of the three-year reconstruction project in St. Charles by late August and the eastern leg by Oct. 1.

Last week, crews were finalizing the last piece of work on a water main that marked the final piece of utility work involving city infrastructure, a move hailed as one more indication that the end is drawing near to the three-year-long East Main Street/Route 64 reconstruction.


St. Charles Public Works Engineering Division Manager Jim Bernahl last Monday outlined for St. Charles aldermen some of the progress being made on the project, including that the western leg of the project — from 7th Avenue to Kirk Road — should be substantially complete by late August. That means all major construction activities would be done with the exception of final restoration and various punch-list items.


The eastern section of the project — which extends all the way to Route 59, should be substantially complete by Oct. 1. Bernahl said substantial completion would include all major construction activities, except for such things as vegetation — due to the lateness of the season — and punch-list-types of items.

In his weekly email to residents and local businesses, Bernahl outlined what to expect in the coming week.


38th Avenue to Route 59


  • Work continues on the installation of the center section of the roadway at East Main Street and the Pheasant Run main entrance. The work includes grading, placement of aggregate sub-base, installation of bituminous sub-base and then installation of the new concrete roadway. The work should be completed and the intersection reopened by Aug. 2. Until then, the middle section of the intersection will be closed to cross traffic.

  • Beginning Aug. 5, crews will perform the same construction activities at the intersection of East Main Street and Smith/Kautz Road. Work is expected to be done by Aug. 26. Watch for the installation of message boards a week before this intersection is to be closed to remind motorists of the closure.


  • While the intersections are closed, the Illinois Department of Transportation has installed turn-around locations for east- and westbound motorists to turn around and gain access to either the north or south side of East Main Street.


    • Placement of new curbing east of the new bridge at Powis Road is set to begin Tuesday July 30, and be completed by Friday Aug. 2, 2013.

    • Preparation and placement of the new roadway is to begin near East Main Street and Powis Road. Placement and compaction of the new sub-base for the intersection is scheduled to start Tuesday July 30. The placement of the new concrete roadway is set to begin the next week.

  • Placement of the new roadway near East Main Street and Pheasant Run is expected to be completed by Tuesday, Aug. 30, 2013.

  • Beginning Monday, Aug. 29, crews are to begin placement of the surface course for the roadway between Fieldgate Road and Kirk Road and should be ongoing all that week. Motorists can expect minor delays during paving.

  • Grinding of pavement between Kirk Road and Smith Road should start Friday, July 26, and be completed on July 30, 2013. Once the roadway is ground, crews will begin performing joint repairs and construction repairs to the pavement. That work and the curing of the concrete should conclude Aug. 17, 2013, when placement of the first lift of asphalt will begin.

  • Work associated with the new bridge near Powis Road are expected to conclude in the next two weeks, with work on the bridge due to conclude by Tuesday, July 30.


  • 7th Avenue to Kirk Road


    • Placement of bituminous asphalt east and west of Tyler Road was to start July 25 and take two weeks. Motorists should expect periodic delays as bituminous materials are delivered.

  • Framing and pouring of concrete for curbing near Tyler Road and East Main Street was due to be complete by July 26, 2013.

  • Installation of a new storm box culvert near East Main Street and North 8th Avenue was expected to be done Friday July 26, allowing crews to begin closing the last open section of concrete roadway near that intersection.

  • Work on forming and placing of concrete will continue for retaining wall No. 2 and No. 3. Retaining wall No. 2 is near East Main Street and Cedar Avenue. Retaining wall No. 3 is on the north side of East Main Street about 500 feet east of Hunt Club Drive. This work is expected to be ongoing for the next two weeks.

  • Placement of the new traffic signal mast arms, various street lights, and miscellaneous electrical work is expected to be ongoing for the next few weeks.
