Community Planning for the Future of Hanover Park's Irving Park Road Corridor

The Village of Hanover Park, with the assistance of the Chicago Metropolitan Agency for Planning (CMAP) and the Urban Land Institute (ULI) Chicago, is exploring different strategies for business recruitment and land use planning that will help revitalize the Irving Park Road corridor between Astor Avenue to the west and Wise Road to the east. As part of that effort, the Village is inviting everyone in the community to take part in activities at a community-wide meeting that will help define a shared vision for the future of the Irving Park Road corridor.

Business focus group
On July 10, 2012, from noon to 1:00 p.m., a focus group targeted to Hanover Park’s business community will take place at the next meeting of Hanover Park Business CONECT (Committee on Networking, Education, and Community Teamwork), at the Village of Hanover Park Municipal Center (2121 West Lake Street, Hanover Park).

ULI Chicago Technical Assistance Panel
The input from these community meetings will help inform a two-day Technical Assistance Panel (TAP) led by ULI Chicago on August 1 and 2, 2012. ULI members with expertise in development, market feasibility, finance, land use, and design will convene for two full days to tour the study area, interview community and business stakeholders, and explore different strategies for business recruitment and land use planning along the Irving Park Road corridor. After the two-day process, the panel will issue a report outlining recommendations for viable redevelopment strategies informed by the community's vision and based on market realities and best practices. HUD and CMAP build capacity for local planning
This project is made possible through support from CMAP’s Local Technical Assistance (LTA) program, which is funded through a three-year, $4.25 million award from the U.S. Department of Housing and Urban Development as part of the federal interagency Partnership for Sustainable Communities (http://www.cmap.illinois.gov/press-release-10-14-10).

The LTA program is aimed at helping communities in the region undertake the planning necessary to ensure their future economic prosperity and protect their community assets. It does this by providing staff resources and grants to assist with local planning projects that help to implement GO TO 2040, the first comprehensive plan for metropolitan Chicago in more than 100 years. The region’s plan establishes coordinated strategies that help the region’s 284 communities address transportation, housing, economic development, open space, the environment, and other quality-of-life issues. CMAP issued a call for LTA projects in early 2011, prompting more than 220 proposals from over 130 municipalities, counties, interjurisdictional groups, and nongovernmental organizations. In March 2011, CMAP began partnering with the first wave of 62 local governments, nonprofits, and intergovernmental organizations selected for assistance. Like the Hanover Park effort, these projects address local issues at the intersection of transportation, land use, and housing, including the natural environment, economic growth, and community development.
