St. Charles City Council OKs Annexation

Owner wants to subdivide site south of St. Charles North, west of Route 31.

The St. Charles City Council on Monday evening gave its approval to an annexation agreement with Terrance F. Bucki for property he owns at 5N264 Route 31, west of the highway and south of St. Charles North High School.

The council approved the agreement during its regular meeting Monday night, within an hour after a public hearing on the pact drew no comments, either from the public or the City Council.

According to staff documentation, Bucki wants the property annexed into St. Charles and wants an annexation agreement that specifies how the property can be developed. Under the proposal, Bucki’s property would be rezoned, upon annexation, from RE-1 single-family estate to RS-1, which is low-density suburban single-family.

Bucki’s plan, the documentation states, is to subdivide the property into five single-family lots over the coming five years, following approval of the Preliminary Subdivision Plan, in lieu of the two-year timeframe required by city code.

  • Approved a resolution authorizing the mayor and city clerk to enter into the annexation agreement with Bucki.
  • Approved an ordinance annexing Bucki’s property;
  • Approved a resolution recommending approval of a zoning map amendment from RE-1 single-family estate to RS-1 low density suburban single-family and Bucki’s subdivision preliminary plan;
  • Approved an ordinance approving a map amendment from RE-1 single-family estate to RS-1 low density suburban single-family and subdivision preliminary plan.
