St. Charles Liquor Commission Nominees Due Out Monday

The St. Charles City Council vote to ratify the appointments could come July 15, two weeks after the council's July 1 approval of creating the commission.

Mayor Ray Rogina said in an email Wednesday he expects to issue a press release Monday, July 8, 2013, naming his nominees for the St. Charles Liquor Control Commission.


After that, the City Council’s ratification of his appointments will be all that remains after the council’s vote Monday night to approve the ordinance establishing a St. Charles Liquor Control Commission. Establishing the commission is one step the city’s elected officials hope will lead to tighter control over alcohol-related problems that have been under scrutiny for more than a year.

Rogina said he expects the City Council will vote on his appointments at its July 15 meeting.

The commission will advise the mayor, who by statute serves as the city’s liquor commissioner, and the City Council on issues ranging from the approval of liquor licenses to suggested penalties for liquor code violations.


A week ago, the City Council Government Operations Committee gave its recommendation for formal council approval with little discussion after a brief presentation by Police Chief Jim Lamkin, who summarized key provisions desired by council members who looked at the issue last month.


The commission would include the mayor/liquor commissioners, two aldermen and two St. Charles residents.


Some key points related to the commission include:

  • The commission would serve as an advisory body and would hold hearings.

  • It would meet as determined by the liquor commissioner.

  • The commission’s duties would include reviewing applications and background investigations at the request of the liquor commissioner. The commission would submit its findings and recommendations to the liquor commissioner.

  • The commission would conduct disciplinary hearings and submit findings and recommendations to the liquor commissioner.
