St. Charles’ Mayor-Elect Seeks Letters of Interest in 3rd Ward Seat

Raymond Rogina promises a transparent process in selecting someone to finish out his aldermanic term when he is sworn in as mayor.

Mayor-elect Raymond Rogina’s election to higher office will leave his seat as 3rd Ward alderman vacant once he is sworn in, so he is asking for interested residents to apply for the seat he soon will vacate.

Rogina said he wants an open and transparent process in finding a person to fill the position until a candidate can be elected during the April 2015 general municipal election.

“There are many good people who have experience in serving their community. I encourage any and all interested persons from the 3rd Ward to apply for the open position,” said Mayor Elect Rogina.

By state statute, the mayor must make a recommendation to fill the seat within 60 days after the vacancy occurs, after which the City Council has 30 days to ratify that recommendation.

That timeline would have a new alderman seated no later than early August.

According to the city’s release on the vacancy, Rogina committed to involving the members of the City Council and City Administrator Brian Townsend in the selection process. Rogina will appoint a subcommittee of aldermen to review the credentials of all candidates and narrow the pool to three persons. Then, the entire City Council will interviewed the three candidates.

“It is my hope that we can work cooperatively to reach a consensus on the best candidate to serve the people of St. Charles and the residents of Ward 3,” Rogina said.

The city’s release states that by statute, applicants must

  • Be a qualified elector of St. Charles.
  • Have resided in St. Charles at least one year next preceding the election or appointment.
  • Not be in arrears in the payment of a tax or other indebtedness due to the municipality or been convicted in any court of any infamous crime, bribery, perjury, or other felony.
  • Have lived in the ward that the person seeks to represent at least one year next preceding the election or appointment.
