St. Charles Comprehensive Plan Faces Continued Review

The St. Charles City Council’s Planning and Development Committee reviewed the document Monday; public comments to be sought at later date.

If you were at Monday night’s St. Charles City Council Planning and Development Committee meeting and wanted to voice your opinion about the draft 2013 Comprehensive Plan, don’t worry — city officials say you will get your chance. Aldermen listened to a 45-minute presentation on the plan on Monday evening, and City Administrator Brian Townsend said they then spent about 35 more minutes asking questions as they sought a greater understanding of the draft document. The committee took no action on the plan, however — Townsend said that when the committee meets again in June, it likely will take public comments about the document, which has been nearly two years in the making. Adoption of the plan could come after that — in July or in August. …

Unfortunately, the plan is a joke. The consultants say that they have to offer alternatives for the former St. Charles Mall property and the Charlestowne Mall property because developers have no imagination. If that is true, then why did they not offer alternative versions of a downtown plan or a plan for Randall Road North of Route 64? I think developers have plenty of imagination...think of …   more ›

Comprehensive Plan Advances to St. Charles Council Committee

St. Charles Plan Commission concludes its work on the 2013 draft document that will set policy for development in the city for the next 20 years.

The St. Charles Plan Commission late Tuesday voted 6-0 to send the 2013 draft Comprehensive Plan, along with the commission’s discussion points, to the City Council Planning & Development Committee, which could begin its review of the document in April. The commission began its review of the document after the first of the year, delving into the plan in sometimes painstaking detail. But it was apparent Tuesday that the commissioners wanted to conclude their work on the plan, in part at least, as Commissioner Brian Doyle pointed out, because there are some pending projects awaiting completion of the document. St. Charles Comprehensive Plan To Get Thorough Review

Plan Commission chairman promises panel will take as much time as needed to vet the draft plan before handing it off to the City Council.

Residents who on Monday felt disheartened by the St. Charles City Council’s approval of the Lexington Club development may have taken a measure of reassurance home one night later as the Plan Commission chairman promised a thorough look at the 2013 draft comprehensive plan. Once complete, the document is intended to be a guide for all future development in St. Charles over the next 20 years. Some of those who have been watching the task force work with the city’s consultant over the past 18 months to pull together the draft document are the same ones who were closely following the Lexington Club and Corporate Reserve developments, both with residential components on the city’s West Side. I was happy to hear from friends who attended the January 28th Plan Commission hearing on the proposed Comprehensive Plan that the point I made on January 9th was fully discussed. When you come over the hill North of Dean Street and look at the St. Charles section of Randall Road, you know that this area needs a vision because it is one of the main gateways into the City.   more ›

Panel Ends Work on St. Charles Comprehensive Plan

This week’s Corporate Reserve, Lexington Clubs decisions reflected in discussion of final revisions to St. Charles’ 2013 draft plan.

Just two days after a St. Charles City Council committee outright rejected one housing development and killed a key funding mechanism for another, a task force charged with crafting a guide for the city’s future growth ended its work on a draft comprehensive plan. The Comprehensive Plan Task Force voted unanimously Wednesday night to recommend its 2013 draft plan to the St. Charles Plan Commission, which is expected to begin its review of the 113-page document. The task force’s action included changes it made as members gave one final review of the draft plan and after they listened to more public recommendations about changes to the proposal. The Task Force really dropped the ball as far as I am concerned by failing to address the comments made by the many citizens who attended the Open House two weeks previously. Not one comment was addressed. To me, it is very disingenuous to ask for public input and then to completely ignore it; but that typifies how things how worked in this City recently. St. Charles Plan Commission Braces for Comprehensive Plan

The formal comprehensive plan process actually begins with the commission, whose members already recognize the volatility of the draft plan among St. Charles residents.

The St. Charles Plan Commission is bracing itself to take on the politically sensitive 2013 draft Comprehensive Plan once the task force which has been crafting it for the past 18 months delivers it up for the next step in the process. The Comprehensive Plan Task Force is scheduled to meet a final time on Dec. 12, when it is expected to hand off the 2013 draft Comprehensive Plan to the City Council, which then would pass it on directly to the Plan Commission. The task force could delay its final action, but a postponement is considered unlikely. That means the plan would be presented to the City Council during its Dec. 17 meeting. The Plan Commission expects to take up consideration of the draft plan during its first two scheduled meetings…

Henry, I agree the job should be done right the first time. The task force process has been ongoing for 18 months. From what I've witnessed since August, it seems to me that the task force is reluctant to be too specific in many areas. The reasoning seems to be that the comp plan is intended as a guide, not a rigid, set-in-concrete road map, which would be in line with my experience watching …   more ›
