St. Charles Council Honors Student, Scout, Vets

Monday’s St. Charles City Council meeting included recognition of two young men and the city’s veterans.

Two young men were singled out for honors from the St. Charles City Council this week, as were the city’s veterans, who service to the nation is recognized on Memorial Day, which is Monday. First up on Monday was Dustin Baldwin, a St. Charles North High School graduating senior, who was awarded the St. Charles Chamber of Commerce Council for Industry 2013 Industrial Arts Scholarship. Funded by the city, the $1,250 scholarship is intended to assist students at both St. Charles high schools and is to be used toward an associate of applied science degree or vocational specialist certification offered through the Career and Technical Education Program at Elgin Community College. 13 Hope to Fill St. Charles 3rd Ward Vacancy

Mayor Rogina says he hopes to have a new alderman seated by June 17.

More than a dozen people have signed up as candidates to fill the St. Charles City Council Ward 3 aldermanic vacancy created when Raymond Rogina was sworn in as mayor earlier this month. Rogina, who won the April 9 consolidated election, was sworn in as mayor on May 6, leaving his aldermanic seat empty. On Monday night, Rogina said the city had received an array of applicants for his former seat, and that a subcommittee will be reviewing those names. He said he hopes to have finalist nominees in for an interview with the full City Council by June 10 with the goal of having that person sworn in by June 17. St. Charles Council OKs $70,000 Incentive Deal

Economic development incentive pact would allow motorcycle dealership to expand on South Randall Road in St. Charles.

A proposed incentives deal to draw new jobs and new tax revenue into the city received the support of the St. Charles City Council on Monday, four months after the city’s Economic Development Department first pitched the plan at a much higher cost to the city. Instead of $250,000 in tax breaks as proposed in January, the City Council on Monday agreed to reimburse $70,000 from the 1 percent municipal sales tax the business over the next five years. The reimbursement is expected to cover costs Lone Star-Cardinal Motorcycle Ventures III LLC, doing business as Windy City Triumph, expects to incur in leasing and building out 5,000 square feet of underused space at Fox River Harley-Davidson, 131 S. St. Charles Comprehensive Plan Faces Continued Review

The St. Charles City Council’s Planning and Development Committee reviewed the document Monday; public comments to be sought at later date.

If you were at Monday night’s St. Charles City Council Planning and Development Committee meeting and wanted to voice your opinion about the draft 2013 Comprehensive Plan, don’t worry — city officials say you will get your chance. Aldermen listened to a 45-minute presentation on the plan on Monday evening, and City Administrator Brian Townsend said they then spent about 35 more minutes asking questions as they sought a greater understanding of the draft document. The committee took no action on the plan, however — Townsend said that when the committee meets again in June, it likely will take public comments about the document, which has been nearly two years in the making. Adoption of the plan could come after that — in July or in August. …

The consultants say that they have to offer alternatives for the former St. Charles Mall property and the Charlestowne Mall property because developers have no imagination. New Mayor Rogina Lays Out Vision for St. Charles

The city's newest elected and re-elected officials are sworn into officer as a retired teacher steps into his new role as St. Charles' latest mayor.

St. Charles new City Council was sworn in Monday night during a two part meeting in which the exiting City Council wrapped up some old business and the new council started some new. Among the new items the council addressed were the ratification of committee and liaison appointments by new Mayor Raymond Rogina, and the council’s approval of the mayor’s recommendation that the city approve of the nomination of John McGuirk as city attorney for the coming fiscal year. But first, the newly elected and re-elected officials, including Rogina, each took the oath of office before Judge T. Clint Hull. Exiting St. Charles City Council Raises Utility Rates

Average monthly bills to rise $11.68 combined for electricity, water, wastewater and trash hauling, city officials say.

Residents should expect to see their city bills for electricity, water, sewer and trash hauling increase by $11.68 a month beginning in June after the exiting St. Charles City Council voted 8-2 Monday night to shore up the city’s enterprise funds. The move came as no surprise — the city administration has given periodic reports over the past year about the enterprise funds, which have been running deficits. The rate increases also were publicized during the city’s annual budget process, which included reports before the council by Finance Director Chris Minick and representatives of the electrical, water and sewer departments. The $11.68 a-month increase represents a 5 percent adjustment to electric rates, a 36 percent increase for water …

St. Charles Officials Eye Options for Liquor Code Changes

Aldermen direct staff to report back in 30 days on redefining restaurants vs. taverns, early and late licenses, other possible revision.

St. Charles officials appear to be narrowing in on the changes they want to consider to the city’s liquor code, including redefining bars vs. restaurants and even establishing different closing times for some establishments. Any of the changes being discussed could shift significantly by the time a formal proposal comes before aldermen, but it appears likely that change is coming. The next update on the issue is expected next month, after the new City Council is seated.
